A single HCM Extract powers purpose-built Global, Payroll, and State transfer layouts, giving HR and payroll teams a consistent way to review employee movement without maintaining separate extraction logic.

Employee transfers not only involve changing an employee's assignments but may also include movement to a different legal employer, payroll, or state, along with new effective dates and assignment status. HR and payroll teams need visibility into both the previous and current records to validate the change, protect payroll continuity, and support compliance review.

DataTerrain developed an Oracle HCM Multi-Org Transfer Report that uses a single shared HCM Extract and multiple BI Publisher layouts. The extract identifies the relevant assignment-history changes once; the selected layout then presents the fields required for Global, Payroll, or State transfer analysis.

The Customer Challenge

A multi-entity organization operating across multiple legal employers, payrolls, and states needed a reliable way to identify employees who moved between these structures. Standard employee or assignment reports could show individual records, but they did not provide a purpose-built prior-versus-current transfer view across all three scenarios.

The manual review process typically involved:

  • Assignment-history lookup. Open effective-dated employee records and determine which assignment was active before and after the transfer.
  • Transfer classification. Determine whether the movement changed the legal employer, payroll, state, or more than one organizational attribute.
  • Date and status reconciliation. Compare assignment start and end dates and confirm the inactive and active records associated with the movement.
  • Payroll continuity review. Check payroll names and date ranges when the employee moved between payrolls or when payroll context was required for a legal-employer transfer.
  • Spreadsheet consolidation. Combine records from different screens or pre-delivered Oracle reports into a format that could be reviewed by HR, payroll, audit, and compliance teams.

This process was repetitive and required users to apply the same transfer logic each time. It also created a risk that the prior record, current record, or effective-date relationship would be interpreted inconsistently.

  • Paired prior and current rows. Each identified employee is represented by two rows so the earlier and new assignments can be reviewed together. Current and prior details can be delivered as paired rows or as a single column, depending on user requirements.
  • Shared runtime scope. Common parameters control the employee population, date range, and Legislative Data Group.
  • Purpose-built presentation. The selected layout emphasizes legal-employer, payroll, or state changes without changing the underlying extraction framework.
